As a police officer of four years with Thames Valley and also Sussex Police, I came from a background of three and a half years as a uniformed officer. Like many of my colleagues, I joined the job in order to make a difference by investigating, detecting and, most importantly, preventing crime. I understood early on in training that crime depended on the opportunity to occur for it to succeed. I soon began to realise that the volume of repetitive paperwork I had to complete meant far more time spent in the station than on the street which allowed the opportunity for crime to take place. I found myself reacting to crime far more than preventing it or being proactive. Although I also joined the job to investigate crime, I came to understand how difficult being proactive, reactive and investigative was as they are competing demands. At best I could only manage two out of three by, for instance, carrying out a stop-check of a person or vehicle on my way to taking a statement or breaking away from a statement, as the only available resource, to attend an incident which required an immediate officer response. The relative paperwork each incident generated, which I alone had to complete, left me almost constantly reacting to crime and essentially chasing my tail. As a result, my services were at their most available to members of the public only after they had become a victim of crime. |
